Public Affairs Manager

Description

This exciting role will support Tencent's public affairs and government relations function in India, operating as part of the company’s Global Public Affairs - APAC team, led from Singapore. The candidate will join a global team and serve as a key contributor supporting the company’s in-country business needs in the tech and entertainment (video games) sector, attending to local partnerships and programmes, and interfacing with governmental and other relevant stakeholders. In addition to the Global Public Affairs - APAC team, the candidate will work across teams, including legal and other compliance operations, to ensure operational success.

The successful candidate will be comfortable working within a matrix structure, executing India-focused workstreams in close coordination with regional leadership, and navigating the nuanced stakeholder environment that comes with representing a global technology company in India.

This is a practical, hands-on role with room for growth and increased responsibility. It suits a candidate who combines sharp policy instincts with the discipline to operate within defined mandates, and who understands that effective public affairs in this context requires as much cultural and organisational fluency as it does subject matter expertise.

Responsibilities
  • Support public affairs strategies and stakeholder engagement initiatives in India, supporting the company’s business priorities and long-term presence in the market.
  • Serve as the operational nodal contact for government and regulatory engagement in India, particularly on matters relating to data governance, privacy, digital platforms, cybersecurity, and technology policy affecting multinational internet companies.
  • Fulfil key compliance obligations under India's IT Rules and applicable digital governance frameworks, including coordination of grievance redressal processes, government data requests, and nodal/resident grievance officer responsibilities as required.
  • Monitor, analyze, and provide insights and foresights on policy developments, regulatory trends, and geopolitical dynamics affecting the technology and digital ecosystem in India, and translate these into actionable intelligence for regional and global internal stakeholders.
  • Support the business in navigating regulatory frameworks, compliance considerations, and public policy risks and discussions, ensuring alignment with local laws and industry best practices.
  • Maintain and develop relationships with government agencies, regulators, industry associations, policy think tanks, and other relevant stakeholders to support constructive and credible dialogue on behalf of the company.
  • Handle day-to-day engagement and communications with local authorities, regulators, and industry bodies, including responding to inquiries, coordinating meetings, and supporting regulatory in a timely and professional manner where appropriate.
  • Assist in managing local grievance handling processes and regulatory communications for our products, ensuring timely coordination with internal legal, compliance, and business teams.
  • Work closely with the company’s local public affairs agencies and counsel teams to support policy analysis, stakeholder mapping, and regulatory communications.
  • Contribute to industry partner and trade association engagement to support the company's participation in broader digital economy and innovation dialogues.
  • Collaborate across Tencent’s Global Public Affairs, Global Communications, Legal, Product and Business teams, as well as the Tencent Global Research Institute, to contribute towards policy and communications strategies that align with the company’s global strategy and values.
  • While the primary focus is India, support the Global Public Affairs team across South Asia and other Asian markets where needed. This role operates within a defined regional structure and is expected to execute India-focused workstreams in close coordination with regional leadership.
  • The Manager/Senior Manager will report to the Director of Public Affairs, Asia. Day-to-day management may be exercised by a designated representative of the Director.
Requirements
  • Bachelor’s degree or above in public policy, international relations, communications, law, political science, or a related field.
  • Approximately 5 years of experience in public affairs, government relations, policy advisory, communications, or regulatory engagement; experience in technology, internet, digital platforms, or multinational companies is highly preferred.
  • Familiarity with policy challenges and regulatory expectations for multinational companies, Internet-based companies operating in India, and the ability to navigate complex stakeholder environments. Demonstrated ability to operate within complex geopolitical and reputational environments; experience advising or working for companies navigating heightened regulatory scrutiny or sensitive bilateral contexts is an advantage.
  • Strong working knowledge of India’s regulatory and policy environment, particularly in areas such as data governance, digital platforms, privacy, cybersecurity, and technology policy.
  • Demonstrated experience working within matrix or regionally distributed team structures, with the ability to collaborate effectively across cultural and organisational boundaries.
  • Excellent written and verbal communication skills in English; proficiency in Hindi or other local languages is an advantage.
  • Strong analytical and strategic thinking abilities, with the capacity to translate policy developments into practical business insights.
  • High level of professional integrity, ownership, and discretion when handling sensitive regulatory or government matters.
  • Organized, detail-oriented, and able to manage multiple priorities in a fast-paced environment.
  • Strong collaboration skills and the ability to work effectively across cross-functional and multicultural teams.
